Actually it's up to whomever has the most

So you'd need to get them on your side.
The gay/lez/bi faction did this by holding lots
of extravagant parades and such - despite
threats of arrest & violence early on. They
kept it up until everybody was just *used*
to them ... and then the laws could change.
So, organize all nudists and follow the above
example. I'd suggest beginning in the same
states that first legalized gay marriages.
Everyone just got "used to" the Fremont Solstice Parade and nude bicycle riders showing up there.

But then again Fremont (a neighborhood in Seattle) is kind of an unique place. Had the parade happened even at a different part of Seattle, I doubt the response would be so positive
But yeah, it does seem that there is power in numbers. If there are more nude people at a particular place then that place becomes a nude place regardless of local laws. No complaint, no problem. But if there are complaints then the police crack down on it.
But then again I know other cases where nudity in the community wasn't "technically illegal" and when people started practicing public nudity a public nudity law was put into place immediately. Perhaps the numbers weren't there.
My biggest concern is that experience has shown that when a community becomes known for not having a public nudity law (Ashland Oregon and San Francisco for example) perverts start taking advantage of the situation to get all Kinky and play out their fetishes.
Public nudity time and time again has shown not to work. It can work in limited situations and limited locations where the people nude outweigh the people clothed (like hotsprings and beaches) or like events like the World Naked Bike ride although I have seen some lewd photos from that event but not as a general situation.
