I think it should be.

It would seem that unattractive tan lines are a poverty imposed upon some
people by "The People."

I have a right go naked, and I take offense at "The People's" suggestion
that I should be ashamed of my body, or perhaps anti-sexual in any way.

At least in San Francisco certain people used that right not only to just be naked in public but to masturbate in public as well. So, yeah unfortunately there are sickos out there that makes public nudity problematic.

On the other hand nudity didn't bother some of the tourists. They found it as an interesting oddity. Some even wanted to have their photos taken with the nude guys (it was usually a guy, few women).

Another problem though with the nudity was many of these nude guys didn't use a towel to sit on.

It makes more sense to have social nudity in clubs where behavior can be controlled.

By the way, this wasn't in San Francisco, but in Ashland Oregon when nudity was not illegal, some guy came all the way from Michigan (if I remember right) to walk around a school naked (He didn't go into the school building, he was outside going around it). So, yeah, there's sickos that make public (as in among the general public) nudity impractical.
